KABUL (Reuters) - - Interred a quarter century ago in Pakistan, the remains of Afghan poet Ustad Khalilullah Khalili now lie in a forlorn corner of Kabul University, brought here to be reburied so that no one else can lay claim to the revered poet-philosopher.
He has no epitaph; only a few wilted bouquets lie at the grave of Afghanistan's most prominent 20th century poet. Three policemen guard the site.
But if President Hamid Karzai - who ordered the remains be disinterred from a grave in the Pakistani city of Peshawar last month - has his way, the reburial will become an assertion of Afghan culture over encroachment by Pakistan and Iran.
"We brought him back from Pakistan because he was our poet and scholar," said Mohammad Hussain Yamin, head of the Persian and Dari department at Kabul University.
"We don't want someone in future to say that he belonged to Pakistan just because he lived the final years of his life there."
The assertion of cultural sovereignty is part of an effort to unite Afghanistan and prove it can stand on its own after most foreign troops leave at the end of 2014.
The government says it wants an end to "foreign interference", usually a reference to Pakistan, but also Iran with which it is locked in a fierce debate over ownership of some of the greatest poets and philosophers in the region.
Poetry is big in Afghanistan, from the time of the kings of the 10th century to the present day, permeating every level of society from children in school to warlords and even the austere Taliban who study long works of classical Persian poetry as part of their education in religious schools.
It's the thread that runs between Afghanistan's often warring ethnic groups whether Tajik, Hazara, Pashtun, Uzbek, Turkmen, Nuristani, Baluch, or any of the many other sub-groups and clans.
CULTURAL CLAIMS
But along with the death and destruction of the past three decades, Afghans say they also lost a chunk of their rich cultural heritage with Iran, Pakistan and even Turkey claiming parts of it.
Many, like Khalili, left the country to escape the wars and died in faraway lands which slowly began to claim them as their own, Afghanistan says.
Now it aims to get its heritage back.
"Iran wants to show the world it had a glorious past. This has been going on for years, they have been claiming many of our literary figures as their own. We cannot remain silent," said Jalal Noorani, an adviser at the Information and Culture Ministry.
Debate has long raged over Rumi, arguably the greatest Persian poet, but now as Afghanistan begins to stand on its feet, the claims and counter-claims have intensified not only over him but also others.
Rumi, known as Mawlana Jalal-ud-Din Balkhi in Afghanistan and Mevlevi in Iran, was born in the 13th century in Balkh which was at the time an eastern part of the Persian empire of Khorasan but is now a province in northern Afghanistan.
His family moved and they eventually settled in present-day Turkey where he wrote some of the greatest mystic Sufi poetry in Persian.
Today, all three countries regard him as their national poet even though his poetry itself transcends borders, religion and ethnic divides.
Rumi's poetry is displayed on the walls of Tehran, sung in Iranian music and read in Iranian school books. Iranians are known to live with his poetry.
But Yamin says what is indisputable is that his origins were in Afghanistan. Rumi's occupies pride of place on a billboard in Yamin's room that gives details of the birth dates and place of birth of poets that others have laid claim to.
"We have repeatedly given evidence that these figures belong to Afghanistan, not Iran. When we sit down with the Iranians and discuss these issues, they don't offer any evidence. They say in the past both countries were one, so they call all these poets, philosophers Iranian," said Yasmin.
CHALLENGE
Iranian embassy officials could not be reached for comment and did not respond to an email.
In the past, Iranians have challenged Afghanistan to a test of history, suggesting they were waking up a bit late to claim inheritance.
At a concert in Kabul a few years ago, an Iranian singer challenged any member of the audience to speak for two minutes on Rumi since they claimed he was their own. Afghan authorities took offence and the concert had to end hastily.
"Afghans are a bit late at this. Iran and Turkey have stolen their thunder," said Mohammad Taqi, a U.S.-based columnist for Pakistan's Daily Times newspaper who has written extensively on the Pashtun heartland straddling Afghanistan and Pakistan.
Iran, he said, had milked Rumi and the whirling dervishes that his poetry inspired by setting up cultural centers on the pattern of Germany's Goethe Institute.
Still, this new burst of cultural revivalism in Afghanistan can help bridge the distance between the Tajiks and the Hazaras, and to a certain extent the Pashtuns, he said.
"A supra-ethnic Afghan identity needs non-violent icons."

It was actually a working advertising agency located at the old Manhattan Savings Building, at 385 Madison Avenue. New York State Liquor Authority charges W.i.P. with 17 violations, saying the club poses a 'threat to public health and safety.'

The fall-out from June 14's bottle-bashing brawl reportedly between Drake's and Chris Brown's camps continues.
On Tuesday, The New York State Liquor Authority ordered an emergency suspension of W.i.P.'s liquor license, the club where the incident took place. W.i.P., with its adjacent (and affiliated) club Greenhouse, were both slapped with 17 separate violations.
The New York Daily News is reporting that R. Kelly, New York Knicks basketball star Iman Shumpert and the cast of the upcoming film "Savages" all had scheduled parties at the clubs, but now will have to look for new venues.
"The SLA will not tolerate violent bars that break the law," SLA Chairman Dennis Rosen said in a press release obtained by MTV News. "This should serve as a message that this agency will not hesitate to take immediate action when licensees pose a threat to public health and safety."
The release cites 10 separate assaults and altercations at the two clubs, the earliest occurring on March 11 and the latest being the bottle-throwing incident which left quite a few patrons injured, including NBA star Tony Parker, who is now suing the club for $20 million after he suffered a cut in his left eye.
While both Drake and Chris Brown and their respective entourages have been implicated in the brawl, police have yet to charge any of the men with a crime. Meek Mill, whose has also seen his name circulate in the brawl rumors, will appear on Wednesday's "RapFix Live" and address the drama starting at 4 p.m.

Tamra and Brooks start to argue and then Vicki tells Eddie to get control of Tamra, which causes Tamra to tell Vicki to stop letting Brooks tell her what to think, which makes Vicki stand up and get in Tamra's face.
Can we cut the cake already? Maybe these ladies need some sugar.
Vicki and Brooks prepare to leave and Tamra follows them to find out why they're leaving. Vicki shouts that Tamra's supposed to be her friend and how dare Tamra talk about Brooks and disrespect him and blah blah blah. Get a grip, Vicki.
Tamra goes to find Briana after Vicki and Brooks leave and they compare notes. Neither of them like Brooks. Tamra's crying. Briana's ready to stick Brooks on a plane to Siberia. Ryan goes back into the house to get Briana away from Tamra so that Tamra can't corrupt Briana while she and Vicki are "in a healing phase." Minus 4.
Heather goes out to get Vicki and Brooks and bring them back in for her special toast. Briana asks Vicki for Vicki's side of the story. Suddenly, it seems Vicki saw Tamra roll her eyes and she chooses Brooks over her daughter. They all head back into the party for the final toast. Minus 12.

The findings raise nationwide health concerns as the average waist size of
women from every region of England and Scotland was in the danger zone.
Women?s waistlines were largest in the North and the Midlands, with an average
of 87cm (34in), and the smallest were in London where women had an average
measurement of almost 82cm (32in).
Dr Davina Deniszczyc, professional head of physicians and diagnostics at
Nuffield Health, said: ?Whilst waist size may seem like a cosmetic issue,
this is not about women fitting into their skinny jeans, rather it is an
important indicator of overall health and wellbeing, particularly when taken
into account with other health measurements.
?Experts are increasingly finding central (or abdominal) obesity, measured
through waist size, to be a better indicator of obesity than BMI.
?The results for women highlight a worrying problem as fat being stored around
the waist can contribute to significant health issues, such as breast cancer
and infertility.?
Of the women who were measured in the study, half were aged between 26 and 46.
The research, carried out through the charity?s Health MOT programme, also
showed that many Britons suffer from a lack of sleep, with people getting an
average of seven hours a night.
Studies have recommended that adults should have seven to nine hours sleep per
night.
Fourteen per cent of the study participants said they smoked.
The Health MOT measures BMI, resting heart rate, cholesterol, aerobic fitness,
blood pressure and sugar levels.
Dr Deniszczyc said: ?Our Health MOT results provide a fascinating snapshot of
some of the health issues facing us as a nation.?
Chris Jones, head of physiology at Nuffield Health, said women concerned about
their waistline should check their waist size every few weeks to ensure it
is getting smaller.
He added: ?Some foods and drinks cause blood sugar levels to change too often
and can increase our fat store around the stomach, so try to avoid these.
?Make sure you exercise for at least two and a half hours per week and try to
walk as much as possible.

Those of us yearning to bring Huawei's Ascend D Quad on summer vacation will have to file that dream away for next year. The company's consumer division chief, Yu Chengdong, has pushed back the phone's volume production from this month to August. Blame for the setback rests squarely on that custom-developed K3V2 processor -- there have been "technical problems" getting it ready, if we go by Huawei's less than precise explanation. The timing certainly isn't what we'd call ideal: now that the Galaxy S III and One X are both common features of the smartphone landscape, the Ascend D Quad's performance won't be turning nearly as many heads when it arrives. We'll have to make do with the solid Ascend P1 in the meantime.

Late this summer, NASA plans to launch two very unusual weather satellites.
These satellites, known as the Radiation Belt Storm Probes (RBSP), won't be tracking cold fronts or thunderstorms on Earth. They'll be studying the weather in space.
Space weather doesn't usually get much attention ? until it makes trouble here on Earth.
That trouble starts when the sun ejects a massive cloud of particles and energy that heads toward our planet. When the cloud gets close enough, it begins to interact with the Earth's magnetic field.
The result can be radiation so intense it threatens anything in orbit.
"We have communication satellites, we have navigation satellites in space," says Barry Mauk of the Johns Hopkins Applied Physics Laboratory, the project scientist on the RBSP mission. "Those assets are strongly affected by radiation."
Satellites are especially vulnerable to highly energized electrons and protons that can "penetrate the boxes that comprise these spacecraft," Mauk says. "They can damage the circuitry. We have had failed spacecraft because of this space weather."
Space weather also can cause problems on the ground. Radio signals don't get through. GPS systems fail. Power grids go down.
And unfortunately, scientists aren't very good at predicting the impact of space weather.
One reason is a poor understanding of how solar storms affect the Earth's radiation belts, high-energy particles held in place by the earth's magnetic field, Mauk says. "Sometimes storms cause increases in radiation belts, sometimes they cause decreases in radiation belts, sometimes they have no effect at all," he says.
If scientists can solve this mystery, he says, predicting the impact of space weather could be more like predicting a hurricane's landfall.
But to study the problem, scientists need to see what's happening inside the radiation belts as a solar storm arrives. And that's where the new satellites come in.
They will be placed in an orbit that takes them through the radiation belts, says Jim Stratton, the mission systems engineer for the probes. Then, scientists will wait for a solar storm to arrive.
"When one of these big storms comes in, it can actually change and flex the magnetic field around the Earth," Stratton says. "So we'll measure that and then we'll see how all of that energy that's coming out of the sun deposits into the Earth's magnetic field, into the radiation belts."
Ordinary satellites wouldn't survive so much radiation. So Stratton and a large team at the Applied Physics Lab have spent years designing and building two very tough spacecraft.
Each of the spacecraft is an octagon about 4 feet tall. But once they are in space, they will deploy booms that extend about the length of a football field.
The probes are protected by heavy shielding that will keep radiation away from sensitive electronic components. And they are designed to preserve data gathered by onboard instruments even if radiation temporarily knocks out the computers.
"Most spacecraft try to avoid flying through the radiation belts because radiation is harmful," Stratton says. "We're going right into the middle of the environment."
The mission should improve their understanding of space weather, Mauk says. But it also may help explain the origin of mysterious radiation bursts in distant galaxies.
All of this depends on getting the probes into orbit and then coaxing them into precisely the right position, one following the other at a specified distance.
That's the responsibility of scientists in the Applied Physics Lab's mission control center. And fine-tuning an orbit is especially tricky when two satellites are involved, says Julia Andersen of the Mission Operations Team.
"Having two at the same time means you have to have two of everything," she says, including two separate "pits" in mission control that will accommodate two separate teams of scientists and technicians.
On launch day, those pits will be teeming with scientists and technicians who will take charge of the satellites once they leave the atmosphere, Andersen says.
"It's always fun knowing that you are in control of a spacecraft," she says.
Or in this case, two.
The probes are scheduled to launch from Kennedy Space Center on Aug. 23.
